Organisational Profiles

TLS and its partners the Centre for Public Management (CPM) have worked with clients to deliver tailored 360 performance profiles to EL1 and 2 and SES level officers. Whereas our general performance profiles are based on the Integrated Leadership System (ILS), tailored profiles address a departmental specific competency framework. Recipients, therefore, receive performance feedback measured according to the specific competencies required in their department, rather than against the general APS wide ILS competency framework.

TLS and CPM are able to develop 360 questionnaires, profiles, briefing and debriefing sessions that focus entirely on departmental performance requirements. We can also provide aggregate and summarized performance data to departmental executives that offer a snapshot of how a particular cohort of officers is performing against the departmental competency framework, and how they may be performing relative to officers at equivalent levels across the APS.

These profiles can also be badged and designed to reflect the department’s own branding using corporate colours and logos. Tailored profiles are available from APS 5 through to SES band 2 levels.

Analysis of 360° Feedback Data at the Organisational Level

Once a minimum of 100 or more feedback profiles have been processed for an agency, whether of the tailored or standard ELP, TLP and SLP versions, we can provide analyses which compare organisational results with service-wide norms. These analyses can be used to identify development needs within an organization, or to highlight areas of relative importance to help in designing development course outlines.

Usually 6 months beyond an initial Leadership 360° report, a short sharp 'PULSE' questionnaire and report can be made available for participants and their manager/ supervisor only. This efficient progress check covers around 25% of the original 360° questionnaire and comprises statistically proven 'Power Questions'. It also includes a progress indicator of between 4-7 'Personal Development Objectives' recorded from the original 360° profile.

As well as being an invaluable memory jogger for development at the individual level, it allows for organisations and agencies to view aggregate data on particular co-horts. The real benefit to organisation is to see the level of effectiveness of the training and development dollar.

NSW Capability Profile

TLS in partnership with the Centre for Public Management (CPM) and the Australian Institute of Management (AIM) has built a 360° Feedback Profile designed specifically on the NSW Public Sector Capability Framework.

It is a multi-rater 360° feedback tool designed to provide feedback on a participant’s capabilities in the context of the NSW Public Sector Capability Framework.

The report compares how the participant, their supervisor(s), their colleagues and peers and direct reports perceive the participant's capability against five capability groups and the four capabilities within each group.

  • Business Enablers
  • People Management

The report also provides an assessment of the level of Emotional Intelligence (EI).

This behavioural feedback is provided in the form of a report that provides guidance on how to develop capabilities and thus improve effectiveness. The profile also includes qualitative feedback in the form of written feedback that provides suggestions for improvement.

Public Sector Profiles

TLS and its partner the Centre for Public Management (CPM) are experts in the delivery of 360° feedback tools for the public sector, including through use on our management and leadership development programs. In addition we develop tailored 360° feedback programs for APS organisations.

TLS and CPM has developed and utilizes seven different 360° feedback profiles. With 10 years’ experience and established norm data based on over 9,000 profiles from over 47,000 different raters across the public sector, these profiles have a high degree of visibility and are well respected in the public sector.

Five feedback profiles are based on the Integrated Leadership System (ILS), spanning SES, EL and APS levels. Profiles are also available that provide feedback on ‘Emotional and Social Intelligence’ and ‘Strategic Intelligence’, with linkages to the relevant ILS clusters and capabilities.

ELP1

360° feedback profiles are produced specifically for the Australian Public Service:

  • Senior Leadership Profile Band Two (SLPB2) for Senior Executive Service Band Two (SES B2) – built around the Senior Executive Leadership Capability Framework (SELCF) as modified in the Integrated Leadership System (ILS).
  • Senior Leadership Profile Band One (SLPB1) for Senior Executive Service Band One (SES B1) – built around the Senior Executive Leadership Capability Framework (SELCF) as modified in the Integrated Leadership System (ILS).
  • Executive Leadership Profile Two (ELP2) for Executive Level 2 Officers – built around the EL2 capability levels of the Integrated Leadership System (ILS).
  • Executive Leadership Profile One (ELP1) for Executive Level 1 Officers – built around the EL1 capability levels of the Integrated Leadership System (ILS).
  • Team Leadership Profile (TLP) for APS 4-6 Officers – built around the APS6 capability level of the Integrated Leadership System (ILS)
  • Emotional and Social Intelligence Profile (ESIP) for Executive Level 1 & 2 Officers and others – built around the Emotional and Social Intelligence Capability Framework (ESICF)
  • Strategic Intelligence Profile (SIP) for Executive Level 1 & 2 Officers and others – built around the Strategic Intelligence Capability Framework (SICF).
